Because registered users troll too much... so it's only logical to restrict their access to the MR forum. Unregistered users on the other hand cannot do any harm, as they... conveniently... have no way to contribute.
Haha, just kidding...Hope it get's resolved soon.

There was a temporary glitch, while we were setting up a subforum for Development Users to contribute. Should all be ok now.
